what does it mean

Its common in NZ stamp with 2 values for Health and postages

1p (or whatever) went towards some sort of Health Fund, and 2p went towards the actual postage. As alexho said, it's common in New Zealand but several other countries have done this sort of system as well. It's a good way of raising money for charities.

Although as far as I'm aware, the UK has yet to catch up with this...
